What is the eMADANI initiative?
- eMADANI is a Government initiative under the ‘Ekonomi MADANI: Memperkasa Rakyat’ framework.
- It aims to encourage cashless transactions while easing the financial burden of Malaysians.
- This programme is expected to benefit over 10 million Malaysians, in the form of a RM100 e-wallet credit that can be used for purchases at brick-and-mortar businesses through the participating e-wallet service providers.
- In addition, participating e-wallet service providers will also offer additional incentives through vouchers, cashback, discounts, and reward points.
Who is eligible to receive this eMADANI credit?
The eligibility criteria are as follows:
- A Malaysian citizen
- Aged 21 years and above as of 2023
- A recipient of Sumbangan Tunai Rahmah (STR) according to the record on 7 November 2023 or have an annual income of RM100,000 and below according to Inland Revenue Board's record as of 15 July 2023
- Have not claimed the incentive from any other e-wallets
- Completed the account verification process
- Is not a recipient of eBeliaRahmah
You will also need to verify your identity via electronic ‘Know-Your-Customer’ (e-KYC) before your eMADANI credit application can be made.
What is the duration of the programme? Will the eMADANI credits and incentives given have an expiry date?
- Application for the eMADANI credit can only be made once per eligible applicant, from 8:00 AM, 4 December 2023 to 11:59 PM, 20 February 2024.
- Once claimed, the eMADANI credits must be spent by 11:59 PM, 29 February 2024. After this deadline, the remaining eMADANI credits that were not used will automatically be removed from the applicant's e-wallet.
- For the incentives given, there is no expiry date on the cashback but eVouchers each have their own expiry date. You can refer to the specific eVoucher for more info.
What can the eMADANI credit be used for?
You can use RM100 eMADANI credits for any offline transaction at 1.8 million retailers/businesses via Setel, EXCEPT FOR THE FOLLOWING:
- peer-to-peer transfers;
- cash-outs;
- app-integrated payment of utility bills;
- app-integrated payment of Government-related fees/payments;
- app-integrated payment of telco postpaid bills and prepaid service top-ups;
- app-integrated games purchases;
- parking and/or toll payments;
- app-integrated investment-related activities; and
- e-commerce or online transactions.

How will I know if I qualified?
You will receive a notification about your application status after you apply.
When can I get the RM100 eMADANI credits?
If you meet the eMADANI qualifications and have gone through the eKYC verification process, you will receive a one-time RM100 credit in your Setel Wallet. This process can take up to 5 business days from the application date.
Will I be informed if my application is rejected?
Yes, you will receive a notification about your application status, whether it was approved or rejected.
Why is my application still not processed?
Your application might be delayed due to difficulties verifying your identity.

Is there a dispute process?

For applications that fail due to invalid identification, you may need to send additional information for verification during the dispute process.
How can I get up to RM80 cashback from Setel?
To get the cashback, your eMADANI claim must be successful.
New users
For new users who registered from 4 December 2023, you can get 5% cashback when you spend RM10 accumulative on

Below is an example scenario.

Alim spends RM2 and RM9 for his first 2 fuel transactions at PETRONAS Station with the Setel app. Since he has met the minimum threshold of RM10 for fuel required to meet the 1st cashback goal, he gets the first RM0.50 cashback.

The extra RM1 from the previous fuel transaction will not be carried forward as part of the cumulative spend for the next cashback goal. Instead, the amount will reset and he will need to spend a cumulative amount of RM10 again to unlock the next cashback goal.

How do I claim the cashback?
The cashback will automatically be rewarded when you hit the minimum spending required through payment with Setel Wallet or eMADANI wallet.
You will receive a notification once the cashback has been credited to your Setel Wallet.
Where can I use my cashback?
The cashback can be used at any location/merchant that accepts Setel as a payment method.

Besides cashback, what else can I get if I claim my eMADANI credits with Setel?
You can also get special eVouchers from selected merchants!
How do I claim the eVouchers?
Do note that you will need to spend a minimum of RM5 using Setel or DuitNow QR at any merchant store to unlock eVouchers. You can then choose to redeem the unlocked eVoucher.
When you unlock an eVoucher, you will receive a notification.
- Tap the Rewards tab.
- Scroll down to the All deals section and find eMadani Partner Vouchers.
- The lists of eMADANI vouchers that are available for redemption will be displayed.
- Tap the voucher you want to claim.
- Tap Redeem Now.
- You will see this screen if the voucher was successfully redeemed. The redeemed vouchers will appear on the My vouchers page.
Where can I use the eVouchers?
You can only use the eVouchers at the specific merchant stated under the terms and conditions of the voucher.

What are the terms and conditions to get up to RM80 cashback from Setel?

Transactions are only eligible for cashback if they occur between 8.00 AM on 4 December 2023 to 11.59 PM on 29 February 2024.

If your cumulative spending exceeds the minimum threshold required to meet the cashback goal, the exceeded amount will not be carried forward as part of the cumulative spending for the subsequent goals.

The cashback from Setel is strictly non-transferable and will be credited to the verified owner of the Setel e-wallet as per the application submitted during the verification process.

Applicants can use the RM80 cashback from Setel at all touchpoints where Setel Wallet is accepted.

Setel reserves the right to vary and amend these terms and conditions at any time without prior notice.
There are physical businesses/retailers that do not have my preferred e-wallet service providers as a payment method. How do I make payment?
You can use DuitNow QR code to pay. All e-wallet service providers under the eMADANI initiative must be registered with DuitNow.
Therefore, if the retailer of your choice does not carry the e-wallet QR code of your choice, payment can still be made by using DuitNow QR code.
I will only be 21 years old at the end of the year, will I be eligible for this programme?
Yes, Malaysian citizens who reached the age of 21 in 2023 will be eligible for this programme, subject to the other prerequisites listed in Question 2 above.
I was an eBeliaRahmah recipient. Am I eligible to receive eMADANI?
No, eBeliaRahmah recipients are not eligible for this programme because they have already received the eBeliaRahmah credit that was introduced with a similar objective to encourage a cashless payment culture among the youths.
I am a fresh graduate who just started working. I previously received eBeliaRahmah credits as a full-time student of a registered higher education institution; am I qualified for this programme?
No, applicants who have received eBeliaRahmah credits are not eligible for this programme.
Am I allowed to make peer-to-peer transfers or cash-outs?
No. eMADANI credits cannot be used, among other things, for peer-to-peer or cash-outs. Please be mindful of any scammer tactic that offers to cash out eMADANI credit or any other services.
How is my personal information obtained and is my data privacy protected?
- Data related to your citizenship, age, recipient of STR and income status or any other relevant data will be obtained and verified through Government agencies such as the National Registration Department (JPN) and the Internal Revenue Board. These personal data will not be shared with the e-wallet service providers.
- Any data privacy concerns relating to the e-wallet service providers are subject to Personal Data Protection Act 2010 (PDPA) policies and requirements.
I am an offline retailer without any e-wallet payment facility. Can eMADANI recipients shop at my premises?
No. Retailers are encouraged to join the participating e-wallet providers’ platforms that accept payments through DuitNow QR for eMADANI recipients to use their eMADANI credits at their outlets.
Why can't the RM100 I received be used for online purchases?
The eMADANI initiative is meant for offline purchases. This is in line with the Government's objective to increase the usage of cashless transactions among retailers, especially in the PMKS sector.
At the same time, vouchers, discount coins, and other additional initiatives given by Setel are eligible for online and offline use.
I just registered as a taxpayer on July 16, 2023; Am I eligible to apply for the eMADANI programme even if my annual income is RM100,000 and below?
No. For the full list of eMADANI’s eligibility criteria, please refer to Question 2.
How were the four (4) e-wallet providers selected for this programme?
The Government invited 10 e-wallet service providers (based on transaction volumes and active users) to participate in this programme subject to a guideline on the programme’s terms and conditions set by the Ministry of Finance (MoF). This includes the ability to fulfil the programme’s technical requirements and the sharing of costs which includes the additional e-credit incentives to match the eMADANI credit provided by the Government.
After an evaluation and deliberation process, four (4) e-wallet service providers, namely MAE, Setel, ShopeePay, and Touch ’n Go eWallet have provided their commitments to participate in this programme. These e-wallet service providers collectively have a user base of 10 million and a network of online and offline merchants exceeding 2 million. A robust and wide network ensures the programme is available nationwide.
