Summary

A new government initiative to provide targeted fuel subsidies to selected groups, moving away from the blanket subsidy across all groups today. To start, a pilot will be run to provide targeted fuel subsidy for the B40 group with a closed group of pilot testers.

Details

There are 2 key phases of targeted fuel subsidy:

How it works (Pilot)

Prerequisites

Pilot users will be able to see a fuel subsidy mini app icon on the home screen which leads them to an explainer page detailing how fuel subsidy works. They will also be prompted to apply for the fuel subsidy and eKYC if they have not performed it.

By default all pilot users are eligible due to being a closed pilot with whitelisted users.

Fuelling at PETRONAS stations

Eligible users will be able to fuel at PETRONAS stations from the comfort of their vehicle. The journey is predominantly the same as today with the added fuel subsidy breakdown.

Fuelling at other OilCos

Eligible users will be able to fuel at other OilCos and still get their fuel subsidy by scanning a static QR code provided by Setel to participating stations.

Settlements

There will be two settlement reports:

1. Daily email CSV which will be sent to each dealer & OilCo, per station containing

   • Fuel subsidy transactions for all dealers under the OilCo for the day

   • File format: CSV

   • Each station dealer & OilCo can decide on multiple emails
     

     

2. Monthly reporting and reconciliation between e-wallet and OilCo for OilCo to claim fuel subsidy

   • Beginning of calendar month

   • File format: CSV

   • Fuel subsidy transactions for all stations under the oilco for the calendar month

   • Each oilco can decide on multiple emails
