What is the eBeliaRahmah initiative about?
- The eBeliaRahmah is a government initiative announced in Belanjawan 2023 under the purview of the Ministry of Finance.
- The broad objectives are to ease the burden on youths’ expenses, increase adoption of cashless transactions and to support brick and mortar businesses.
- Approximately 2 million Malaysians stand to benefit from eBeliaRahmah, where the Government provides RM200 of e-Wallet credit, to be used for purchases in brick and mortar businesses through the participating e-Wallet service providers (e.g. Setel).
- In addition, participating e-Wallet service providers (e.g. Setel) will also offer additional incentives through vouchers, cashback, discounts and reward points.

Who is eligible for eBeliaRahmah?
- The eligibility criteria for individuals to participate in the eBeliaRahmah programme are:
- (a) Malaysian citizens; and
- (b) Between the age of 18 to 20 years old in 2023 (born between 2003 and 2005); OR
- (c) Full-time active students (at least by 30 April 2023) who are enrolled in courses equivalent to diploma or SKM4 and above in an institution of higher learning (“IHL”) registered with one of the following ministries: Ministry of Higher Education, Ministry of Education, Ministry of Agriculture and Food Security, Ministry of Defence, Ministry of Rural and Regional Development, Ministry of Youth and Sports, Ministry of Human Resources, Department of Islamic Development Malaysia (JAKIM) and Ministry of Tourism, Arts and Culture, which are collectively referred to as “Relevant Ministries”, with no age limitation.
- I am 20 years old but turning 21 years old in 2023, do I qualify for the programme?
- No, Malaysians who attained the age of 21 in 2023 (born in 2002) and above do not qualify for the programme, unless they fulfil the student eligibility criteria under 2(c)

I will be enrolling as a full-time student at a local IHL by the end of the year, do I qualify for the programme?
- No. To be eligible, a student must be enrolled with an institution of higher learning at least by 30 April 2023.

I was a full-time student but graduated before the commencement of the programme, do I qualify for the programme?
- In order to qualify, a full-time student who has graduated must still be enrolled and have an active status with a private or public institution of higher learning as at 1 January 2023.

What is the duration of the programme? Is there any deadline to claim and utilise the e-Wallet incentives?
- Eligible applicants may only claim the eBeliaRahmah credit once, namely, from 8.00 a.m. on 26 June 2023 onwards until 11.59 p.m. on 22 August 2023. Applicants will no longer be able to submit their claims in Setel App after 11.59 p.m., 22 August 2023 onwards.
- Once claimed, the eBeliaRahmah credit must be utilised by 11.59 p.m. on 31 August 2023, after which time, any unused eBeliaRahmah credit will be automatically removed from the applicant’s eBeliaRahmah e-Wallet.

Can I sign up with more than one e-Wallet service provider?
- No, you can only sign up with one e-Wallet provider throughout the campaign period.

What are the steps I need to take to claim eBeliaRahmah via the Setel App?
- Step 1: Download the Setel app from Apple App Store, Google Play Store or Huawei AppGallery.
- Step 2: If you are a new user to the Setel app, register as new user
- Step 3: On your Setel app, click on the icon “eBeliaRahmah” and click on “Claim now”. If you have not verified your Setel Account, you will be required to do so before you can proceed to the next step
- Step 4: On your Setel app, provide the required information on the eBeliaRahmah application page and click “Submit”.
- Step 5: You will then be notified if your claim is successful. Eligible recipients can only claim the eBeliaRahmah credit once.

What do I get after I claim eBeliaRahmah?
- You will get a total of RM200 worth of eBeliaRahmah credit from the Government of Malaysia to your eBeliaRahmah Wallet upon approval of your claim in the Setel App.

How can I get the RM105 cashback from Setel?
- As long as your claim for eBeliaRahmah is successful,
- You can get RM10 when you register for Setel App from 26 June 2023 to 22 August 2023 without any promotional code
- You can get RM5 cashback with RM100 cumulative spend on fuel at PETRONAS Station with Setel App, up to 5 times (maximum of RM25 cashback)*
- You can get RM1 with RM10 cumulative spend at Cafe Mesra, up to 10 times (maximum of RM10 cashback)*
- You can get RM10 with RM200 cumulative spend at any physical PETRONAS Shop, up to 5 times (maximum of RM50 cashback)*
- You can get RM1 with RM50 cumulative spend with Setel QR and DuitNow QR via Setel App, up to 10 times (maximum of RM10 cashback)*
- *Note: Transactions are only eligible for cashback if they occur between 8.00 a.m. on 26 June 2023 to before 11.59 p.m. on 31 August 2023. If your cumulative spend exceeded the minimum threshold required to meet the cashback goal, the exceeded amount will not be carried forward as part of the cumulative spend for the 2nd or subsequent goals. Please refer to example illustrated below:
- Alim spends RM20 and RM90 for his first 2 fuel transactions at PETRONAS Station with Setel App. Since he has met the minimum threshold of RM100 for fuel required to meet the 1st cashback goal, he gets the first RM5 cashback.
- The extra RM10 from the previous fuel transaction will not be carried forward as part of the cumulative spend for the next cashback goal. Instead, the amount will reset and he will need to spend a cumulative amount of RM100 again to unlock the next cashback goal.

Where and what can I use the RM200 eBeliaRahmah credit and RM105 cashback in my Setel Wallet on?
- You can use the RM200 eBeliaRahmah Wallet credit for the following:-
- Fuelling at PETRONAS stations;
- Purchase at Cafe Mesra;
- Purchase at Kedai Mesra;
- Deliver2Me from both Kedai Mesra and quick service restaurants;
- Pay with QR at stores where Setel is accepted;
- Mydin
- The Food Purveyor (TFP)
- Tealive
- And many more merchants where Setel is accepted!
- Pay with DuitNow QR at stores.

What other benefits do I get when I claim my eBeliaRahmah incentive with the Setel App?
- If you are an eligible recipient for the eBeliaRahmah incentive and have spent minimum RM5 using your Setel Wallet or eBeliaRahmah Wallet and met the other criteria set by Setel, you will receive exclusive Setel partner vouchers in your Setel App which you can redeem from our various partners.
- The vouchers are awarded randomly and on a first-come-first-serve basis, while vouchers are available.
- Once the vouchers have been awarded to you, you will receive inbox notifications in your Setel App. The awarded vouchers can be found in the Setel App by clicking on the “Rewards” tab and then “My Vouchers”.
- The voucher(s) from Setel is strictly non-transferable and will be awarded to the verified owner of the Setel e-Wallet as per the application submitted during the verification process.
- Setel reserves the right to vary and amend these terms and conditions at any time without prior notice.
- If you are an eligible recipient for the eBeliaRahmah incentive and have spent any amount for Fuel, Mesra Store or Cafe Mesra, using your eBeliaRahmah Wallet in the Setel App between 8.00 a.m. on 26 June 2023 to 11.59 p.m. on 31 August 2023 (“Contest Period”), each of your transaction will automatically count as 1 entry for your participation in the Contest to win a pair of concert tickets. By participating in this Contest, you are agreeing to the following requirements:
- This Contest starts from 8.00 a.m. on 26 June 2023 and ends after 11.59 p.m. on 31 August 2023 (“Contest Period”).
- Any entry not received during the Contest Period shall be automatically disqualified from participation. Setel is not liable for any lost, delayed or misdirected entry.
- There is no limit on the number of entries per person.
- The prize draw will only have two (2) winners who will be chosen randomly by Setel by 30 September, 11:59pm.
- You are ineligible and excluded from participating in this Contest if you are: (a) an employee of the Setel Ventures Sdn. Bhd., their respective parents, affiliates, subsidiaries and related companies (collectively, “Affiliates”); (b) an immediate family member (spouses, and parents, siblings, children and each of their spouses and household members) of each of (a).
- Prizes are awarded on an ‘as-is’ basis and are not transferable, negotiable, refundable or exchangeable. Setel reserves the right not to award any prize or part thereof to any person who, for any reason whatsoever, fails to meet any stipulated requirement in order to claim a Prize.
- The winners will be announced by Setel via email or in-app inbox notification to the winners or via social media (“Winning Notification”). The winner must respond to the Winning Notification within 24 hours to confirm acceptance of the prize. Failure to respond to contact within 24 hours of contact from Setel may result in forfeit. In this instance, another winner may be chosen at random to receive the Prize.
- Setel will arrange the fulfilment of the Prize directly with the winners.
- The Prize does not cover travel costs such as, but not limited to, fuel costs, flight tickets or accommodation.
- Setel will not be responsible for any cancellation or alterations to any element of the Prize booking that is outside of our control. Setel will not be responsible for the inability of Prize winners or their guests to take up the Prize.
- Our Contests are in no way sponsored, endorsed, or administered by, or associated with the concert organiser or the band.
- Setel reserves the right to vary and amend these terms and conditions at any time without prior notice.

How is my personal information obtained and is my data privacy protected?
- Your citizenship, age and full time student status will be verified through the National Registration Department (NRD) and the database provided by the Relevant Government Ministries. There will be no sharing of personal data from NRD or Relevant Ministries with Setel.
- Any data usage and privacy protection relating to the e-Wallet service providers are subject to the Personal Data Protection Act 2010 (PDPA) policies and requirements, and in accordance with Setel’s Group Privacy Statement.

How long does it take for my eBeliaRahmah claim submission to be approved?
- It will take up to 3 days for the approval

How will I know if I qualify for eBeliaRahmah after I have submitted my claim ?
- If you have submitted your claim via Setel app and your claim is successful, you will receive an inbox notification in the Setel app. Alternatively, you may check the status of your claim by clicking on the icon “eBeliaRahmah” in your Setel App.

Why is my eBeliaRahmah claim submission not getting through?
- During periods of high claim submissions, there may be delays in processing your eBeliaRahmah claim submission.
- If you have submitted your claim via Setel app, you may contact us directly for further clarification by clicking on the “chat with us” button at the bottom of the the https://help.setel.com/ page

Will I be informed if I do not qualify?
- If you have submitted your claim via Setel app and your claim is unsuccessful, you will receive an inbox notification in the Setel app.

When will I get the RM200 eBeliaRahmah credit in the eBeliaRahmah wallet in my Setel App?
- If you meet the eligibility criteria and have successfully upgraded your Setel account, you will receive a one-time RM200 credit in your eBelia Rahmah Wallet that will be issued to you within 1 day from the claim approval date

Is there any dispute process?
- Yes, if you have submitted your claim more than 3 days ago and your claim status is still not updated or in the event of any unresolved issues, you can reach out to Setel for further assistance by clicking on the “chat with us” button at the bottom of the the https://help.setel.com/ page.

Why can't the RM200 I received be used for online purchases?
- The eBeliaRahmah initiative is for physical (offline) use.
- This is part of the measures taken to support brick and mortar businesses in Malaysia who are part of the Malaysian business community, especially SMEs.
